Kind of makes you scratch your head and go, "hmmmmm".

Well damn , if that crowd ? don't make the government sit up an pay attention ..... there were almost more signs than people .

"Two's company, three's a crowd."

Could pertain to this spontaneously gathered 'crowd'.
