Agree and disagree I'm afraid. New jails on their own will do nothing. What is needed is a real commitment to pursuing and prosecuting criminals. From a layman's perspective I see a great deal of law enforcement devoted to ticket writing on our highways and little devoted to much else.
A business concern of mine was robbed of 20 brand new 40" flat screen tv's. The electronic key used to open and close the door to the locked storage room recorded the times during the middle of the night the room was robbed (3 times). Ie 3 pickup truck loads over the course of the night. When the police interviewed the employee who remained in possession of the key - get this - denied any knowledge of robbery. "Can't help, sorry" said the police, here's a report for an insurance claim.
Crime is NOT down, it's simply being ignored. It's not a crime unless it's reported/recorded. After this sort of incident, who do you think bothers to report a crime the second time?
"Can't help, sorry". Yeah, why bother even picking up the phone?
